I have noticed that skirts almost always sit much higher than pants do.

I have not seen any girls wearing skirts that sit as low as "low rise" jeans or other types of pants do.

Is there any particular reason for that? I mean, is it impossible to make skirts that are low enough to reveal the whole lower belly?

I'm no expert on how fashion is designed, but I would assume that since skirts are designed to show more leg, you have to cover up more belly to make up for how short the skirt might be. Frankly, I would prefer for lowrise jeans to make a comeback.

I do remember seeing girls wearing low rise skirts in the mid to late 00s, then all of a sudden skirts started going above the belly button around the same time the high pants fad started.

I remember my ex girlfriend used to wear a skirt that sat just under her belly button and a crop top that came to just above her belly button, she looked amazing with her belly button framed like this! She would wear this quite often during the summer.
