Yes, French actresses are pretty shameless, but I also read in an article about the lesbian movie "Blue is the Warmest Color", that in French movies, the directors are very controlling and have the final word during filming, so if they say you're getting naked for a scene, you're going to get naked.

I think that applies to many European filmmakers (Danish director Lars Von Trier is notorious for putting most actresses I his films through the ringer). Of course, Europeans generally don't have nudity hang-ups like most Americans, either.
