Yes, in a perfect world, Willa would have pulled the wardrobe person aside and said "Listen, I want my bellybutton showing all the time, because it's the sexiest part of my body, and I want the world to see it."
In reality, it's probably more like the producers stepped in and said "We noticed there is a spike in the ratings whenever Willa is showing skin, so make sure she's wearing at least one cropped top per episode."
